They are considering adding a 5 cent surcharge to the price of every bottle of water or beer that is consumed in the state. That could raise as much as $125 million that would go to improving Colorado's K-12 schools. Research shows that states with no recycling deposit on bottles, like Colorado, only recycle about a quarter of the total bottles used. The eleven states that do have "bottle bills" where deposits are offered have seen much less litter and an average 83% participation rate.
